Lu Erxue, Director General of Civial Aviation Helicopter Earthquake Relief HQ, said, "Helicopters are very effective during the rescue work of this earthquake catastrophe. The hardest-hit areas of the earthquake are in mountain terrain, and the road is very narrow. In many places the road has been completely damaged and there are hardly any other methods of rescue except helicopters."
